Bénin moves forward with Senate installation as first members identified

The establishment of the Senate in Bénin is gaining momentum. The executive branch has finalized the initial roster of individuals designated to serve as ex-officio members in this newly created institution. This move represents a significant milestone in the operationalization of the Senate, which was established following the constitutional amendments of November 2025. The reform introduced a bicameral legislative system in Bénin, adding this second chamber to the parliamentary framework. Among the prominent figures slated to join the Senate are former Presidents Nicéphore Soglo, Boni Yayi, and Patrice Talon. Their inclusion is based on their prior service as the nation’s highest executives. They will be joined by former National Assembly Presidents, including Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago, all of whom meet the criteria set for the new body.

The judicial branch is also represented through former presidents of the Constitutional Court. The list features Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon.

Under the legal framework established by the 2025 constitutional revision, the Senate is composed of both ex-officio members and those appointed through specific procedures. Specifically, individuals who have served at least half a term as President of the Republic, President of the National Assembly, or President of the Constitutional Court are granted automatic membership.
