Gabon’s Path to Rebuilding: A Doctrine of State Founded on Planning and Evaluation

The Gabonese government cannot simply make cosmetic adjustments to its institutions. Dressing up the state’s trajectory, Manfoumbi laments that public action has too long operated in reactive mode against crises. He reminds us that “no state can become powerful through improvisation.” To support his argument, he cites examples of nations like Singapore, South Korea, and Rwanda, which have transformed their destinies by adopting a strict discipline in prospective planning.

However, Gabon has all the cards to succeed its own transformation. With abundant natural resources, a preserved forest, and a dynamic youth, the country has every advantage. The challenge lies now in the method.
