Togo’s public procurement authority clears Lomé’s PEREL plus tender process
The Togo Public Procurement Dispute Resolution Committee (CRD) of the ARCOP Togo delivered its final ruling on June 19, 2026, closing the case regarding alleged irregularities in the international tender for the Lomé Electricity Network Extension Project (PEREL PLUS).
After analyzing the investigation report and hearing testimony from the public procurement officer of the CEET, the CRD concluded that the accusations lacked merit and the tender process was fully compliant with regulations.
Tender process deemed fair despite challenges
Two anonymous complaints filed on March 28 and April 8, 2026, had raised concerns about several aspects of the tender managed by the CEET, including:
- A restricted list without prequalification
- Dominance of foreign companies
- Lack of market allotment
- Overly stringent qualification criteria
The CRD investigation, however, confirmed that the procedure was strictly governed by an official prequalification phase, which resulted in the selection of 9 qualified candidates from 15 initial expressions of interest.
PEREL PLUS project gains international backing
The tender dossier received clearance from both the National Directorate of Public Procurement Control (DNCCP Togo) and the financing agency behind the project. While the tender followed national procurement laws, the CRD noted that in externally funded projects, lender-specific rules take precedence over certain national provisions, particularly regarding lot structuring.
