Libreville city hall records surplus in 2025 administrative account

The municipal council of Libreville recently gathered at the Jean-Félix Lassy hall for an ordinary session to review and approve the administrative and management accounts for the 2025 fiscal year. This meeting, attended by Marie-Françoise Dikoumba, the Governor of Estuaire Province, marks a significant moment for the local administration as it seeks to stabilize its operations.

The current political atmosphere follows a period of notable transition. Last April, the rejection of the 2026 draft budget by a majority of council members led to the exit of the executive team previously led by Pierre Matthieu Obame Etoughe. This shift paved the way for a new leadership team under Eugène Mba. Now operating in a more settled environment, the elected officials have resumed their institutional duties in accordance with decentralization laws, which mandate the review of the previous year’s accounts during the first annual session.

During the opening remarks, Mayor Eugène Mba clarified that the administrative account serves as the official record of all budgetary actions taken during the year. It provides a clear comparison between the initial financial forecasts and the actual revenue collected versus the expenditures made.

Financial results and public service continuity

The 2025 budget, which was initially established under a special delegation, was set at 25.623 billion CFA francs. This figure was later adjusted with an additional 500 million CFA francs. Data presented to the council highlights a positive management result, showing a surplus of 1.311 billion CFA francs. Although Eugène Mba was not leading the municipality during that specific period, he emphasized the principle of continuity in public service as the reason for presenting these financial results to the council.

The Mayor urged the council members to review the documents with professional objectivity and a sense of responsibility. Beyond the financial accounts, the session also addressed a deliberation regarding the Mindoubé commercial complex. Local authorities view this project as a vital tool for stimulating economic growth and expanding the municipality’s internal resources.
