Sénégal Space Week: Dakar accelerates its technological sovereignty strategy

The Sénégal is making no secret of its ambitions in the global race for strategic technologies. At the second edition of Sénégal Space Week, government officials reaffirmed their commitment to positioning the country as a future African hub for space technology, data management, and artificial intelligence.

Held under the High Patronage of President Bassirou Diomaye Faye, this international event organized by the Sénégalaise d’Etudes Spatiales (ASES) takes place amid a global surge in space technologies, geointelligence, and digital infrastructure shaping state sovereignty policies.

Following its inaugural edition in 2025, Sénégal Space Week returns with a sharper strategic focus on security, defense, and territorial governance. Under the theme “Space for security and defense: geointelligence applications for safeguarding our territories”, the event aims to strengthen Sénégal’s standing in Africa’s space technology ecosystem.

Space technology redefines global power dynamics

Biram Diop, Minister of Armed Forces, delivered a geopolitically charged address, emphasizing that international competition is now as much about space and data as it is about traditional military fields.

He highlighted how space capabilities have become indispensable tools for sovereignty, particularly in border surveillance, cybersecurity, strategic intelligence, maritime security, counterterrorism, and disaster prevention.

“The mastery of space capabilities is no longer optional—it has become a necessity,” the Air Force general stressed before the audience.

Geointelligence as the backbone of Senegal’s tech strategy

Maram Kaïré, Director General of ASES, outlined a more structural vision for Senegal’s space program. He explained that combining satellite data, artificial intelligence, and geographic information systems will enhance the country’s analytical, predictive, and public decision-making capacities.

The ASES chief also underscored ongoing collaboration with defense and security forces on geointelligence—positioned as a key strategic lever for national territory security.

Critical infrastructure to support space ambitions

Beyond declarations, Sénégal is also building the foundational infrastructure for its space ecosystem. Among the projects highlighted is the construction of the country’s first astronomy and astrophysics observatory in Khombole, whose groundbreaking took place last November.

Efforts are also underway to deploy satellite data reception and processing stations, high-performance computing platforms, innovation centers, incubation hubs, and future microsatellite assembly and testing facilities.

These infrastructures will enable the country to progressively develop a domestic scientific and technological industry centered on space.

Diplomatic push to elevate Senegal’s global voice

Sénégal is also seeking to assert itself in international space governance through an active technological diplomacy. Since its creation, ASES has forged partnerships with space agencies, research institutions, and international organizations worldwide.

According to Maram Kaïré, the strategy aims to facilitate skills transfer, attract tech investments, and build national capacities to position Sénégal as a credible, respected voice in global space governance debates.

Investing in African talent to fuel the space dream

Senegalese authorities are also determined to make human capital the cornerstone of this technological ambition. Priorities include training engineers, developing scientific curricula, popularizing space technologies, nurturing young talent, and fostering university specialization.

“No space ambition can thrive without massive investment in human capital,” the ASES Director General reminded attendees.

Through this comprehensive strategy, Sénégal is positioning itself at the heart of the new global geography of advanced technologies—where data, AI, and satellites are becoming instruments of economic and geopolitical power.
