Morocco eu water policy program launches with 3.7 billion dirhams funding
Morocco’s Ministry of Equipment and Water, alongside the European Union, Germany, France, and Italy, has rolled out a groundbreaking initiative valued at 348 million euros (3.7 billion Moroccan dirhams) to reinforce the country’s water policy framework.
Funding structure and international collaboration
The program, designed under the Team Europe approach, combines a 48 million euro grant from the EU with three low-interest loans of 100 million euros each. These financial resources are administered by leading development agencies: the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW).
Strategic priorities for water resilience
The initiative focuses on four key areas to strengthen Morocco’s water management amid climate challenges:
- Enhanced water resource assessment: Improving understanding of hydrological systems to better anticipate climate impacts.
- Extreme weather resilience: Strengthening response strategies for droughts and floods.
- Water quality and biodiversity protection: Safeguarding ecosystems and ensuring clean water supplies.
- Groundwater preservation: Implementing sustainable extraction and conservation measures.
Alignment with regional and national strategies
This funding initiative complements Morocco’s long-term water security goals, including its National Water Plan and the 2020-2027 National Drinking Water and Irrigation Supply Program (PNAEPI). It also reinforces commitments outlined in the Morocco-EU Green Partnership (signed October 2022) and the Mediterranean Pact (adopted November 2025), both prioritizing climate resilience and sustainable water governance.
