Gabon and EU Reinforce Strategic Ties Through High-Level Dialogue

The second session of the Gabon-European Union (EU) strategic partnership dialogue took place yesterday at the Palais des Congrès Omar Bongo Ondimba in the Cité de la Démocratie. Co-chaired by Gabon’s Vice-President of the Government, Hermann Immongault, and the EU Ambassador to Gabon, Cécile Abadie, the meeting followed the inaugural dialogue held in October 2024.

Speaking at the opening, Immongault emphasized that the discussions align with the Samoa Agreement, the foundational legal framework governing relations between the EU and African, Caribbean, and Pacific (ACP) nations. He highlighted the agreement’s call for “a more balanced partnership, enhanced operational efficiency, and a stronger focus on the tangible outcomes of public policies and investments.”

Key Discussion Areas

The day-long session covered four critical pillars:

  • Political reforms and governance: Reviewing institutional progress during Gabon’s transition and addressing human rights and fundamental freedoms.
  • Economic outlook: Examining structural reforms, improving the business climate, and strategies to attract foreign direct investment.
  • Environmental sustainability: Strengthening cooperation on sustainable forest management, renewable energy, and waste management.
  • Regional and multilateral cooperation: Addressing maritime security and integration efforts in Central Africa.

The negotiating teams underscored the absence of taboo subjects, with Immongault noting that “all ambiguities were clarified” during the exchanges. The Global Gateway strategy, the EU’s flagship investment framework, was also discussed as a potential catalyst for future projects.

Shared Commitments and Future Steps

Both sides reaffirmed their dedication to multilateralism, emphasizing alignment on regional and global challenges. A joint commitment was made to deepen collaboration, with plans to follow up on the identified priorities in an atmosphere of trust and openness.

The dialogue concluded with a consensus on the need for continued engagement to translate these discussions into concrete actions, ensuring mutual benefits for Gabon and the EU.
