Togo and France strengthen cooperation with €395 million and new 2026-2028 priorities

The Local Development Committee (CLD) convened on Friday, June 5, 2026, in Lomé to assess the Togo-France partnership focused on sustainable and inclusive investment, while outlining key directions for cooperation during the 2026-2028 period.

This consultative framework, bringing together French teams in Togo and Togolese partners, aims to enhance coordination of development actions aligned with the country’s national priorities.

Progress in education, training, and social cohesion

Over recent years, several achievements have been realised in education, training, territorial development, entrepreneurship, and social cohesion strengthening.

In higher education, support for creating the Togo Polytechnic School and awarding 95 French government scholarships to Togolese students stand out as major actions. The “Studies in France” scheme welcomed over 8,200 individuals in 2025, with new Campus France spaces opened in Lomé and Kara.

The accredited French education network has also grown significantly, from 857 students four years ago to more than 2,500 learners today.

Over 17,000 beneficiaries in cultural and sports sectors

Initiatives supported in cultural and creative industries reached more than 17,000 spectators, trained over 350 beneficiaries, and accompanied 24 artistic residencies.

France also assisted in establishing the National Agency for the Training of Local Authorities (ANFCT) as part of its support for Togo’s decentralisation process.

€395 million committed to essential sectors

The French Development Agency (AFD) has committed nearly €395 million to several transformative projects in Togo.

These investments have notably improved access to drinking water for over 552,000 people and access to electricity for approximately 125,000 beneficiaries. They have also contributed to modernising 49 technical and vocational training centres.

Additionally, more than 600 kilometres of rural roads have been built or rehabilitated, benefiting over 500,000 agricultural producers.

Three priorities for 2026-2028 cooperation

For the next three years, the French team intends to continue its support around three main axes: fostering inclusive growth that creates jobs; improving access to essential infrastructure and services; and strengthening governance, human rights, and social cohesion.

Particular attention will be paid to youth employability, private sector development, entrepreneurship, and reinforcing local governance dynamics.

The Local Development Committee also reaffirmed the importance of cross-cutting priorities such as gender equality and reinforced support for the Savanes region.

Through this dialogue framework, France reiterates its commitment alongside Togo to promote inclusive, sustainable, and solidarity-based development, complementing other technical and financial partners.
