Senegal’s president takes direct charge of IMF debt talks amid economic challenges

While Prime Minister Ousmane Sonko was hosting a high-profile conference in Dakar on exploring alternatives to traditional IMF structural adjustment programs, the Senegalese presidency made a strategic announcement from Nairobi. On May 12, the cabinet clarified that President Bassirou Diomaye Faye is personally overseeing negotiations with the International Monetary Fund (IMF) to address a debt crisis triggered by undisclosed liabilities discovered in 2024 under the previous administration.

In a proactive move to assert leadership, President Faye met with IMF Managing Director Kristalina Georgieva on the sidelines of the Africa Forward Summit in Nairobi. The two leaders explored potential solutions to Senegal’s mounting debt challenges. According to a statement from the presidential office, they agreed to continue discussions, with Faye emphasizing his personal commitment to resolving the debt issue.

The meeting also addressed economic pressures stemming from geopolitical tensions in the Middle East, particularly the surge in global energy prices and its cascading effects on national budgets. The presidential statement underscored that energy cost volatility remains a critical concern for Senegal’s economic stability.

Last year, Prime Minister Sonko had publicly rejected IMF demands for debt restructuring, calling the proposal ‘dishonorable’. The revelation of accounting discrepancies in 2024 led the IMF to suspend a $1.8 billion financing program, further straining Senegal’s fiscal position. With public debt exceeding 130% of GDP, Dakar is now seeking a new IMF loan program to stabilize its economy.

The Fund has also revised its growth forecasts for Senegal downward, warning of a wider-than-expected current account deficit. The government faces the dual challenge of managing debt sustainability while navigating external economic shocks.
