The deepening humanitarian tragedy in eastern DR Congo

The resurgence of armed hostilities in the eastern regions of the Democratic Republic of Congo has intensified an already dire humanitarian emergency. Since May 2021, the provinces of North Kivu and Ituri have remained under a state of siege. While high-level diplomatic efforts sought to curb the violence—including the Washington agreement of June 2025 and the Doha framework involving the AFC/M23—these measures have struggled to secure a lasting peace. Instead, the theater of war has expanded toward Uvira, exposing the extreme vulnerability of current ceasefire attempts.

Systemic violence and mass displacement

In less than twelve months, the ongoing conflict has claimed more than 10,000 lives. This surge in violence has forced millions of people to flee their homes, creating a massive internal displacement and refugee crisis. National security forces and various insurgent factions, notably the M23/AFC with support from Rwanda, are frequently linked to severe human rights abuses. These violations include systematic torture and cruel treatment, which directly contravene the International Covenant on Civil and Political Rights.

The suppression of civic freedoms

Beyond the physical battlefield, the security breakdown has severely restricted the country’s civic space. Authorities have increasingly banned public demonstrations, while the freedom of the press and the operational capacity of civil society organizations have withered. A climate of intimidation, arbitrary arrests, and threats has forced many human rights defenders, journalists, and political dissidents into exile. This exodus of critical voices has significantly hindered the ability to document atrocities and seek justice for survivors.

International oversight and local advocacy

In response to these developments, a coalition of human rights organizations has submitted a comprehensive report detailing these abuses. This joint effort involves the World Organisation Against Torture (OMCT) and several members of the SOS-Torture network in the Democratic Republic of Congo, including Afia Mama, the Alliance for the Universality of Fundamental Rights (AUDF), SOS Multidimensional Legal Information (SOS IJM), and Voice of the Voiceless for Human Rights (VSV). This documentation serves as a critical precursor to the upcoming review of the country’s compliance with international human rights standards.
