DRC’s ARSP transitions to digital subcontracting attestation issuance to streamline business operations

The Regulatory Authority for Private Sector Subcontracting (ARSP) has taken a significant step toward modernizing its operations. Through a recent announcement, the public establishment revealed the full digitalization of its subcontracting attestation issuance process—a critical document required for businesses operating in this sector.
Spearheaded by ARSP Director General Juan Ted Beleshayi Kasanda, this reform aims to drastically reduce processing times through complete digitalization, from application submission to attestation delivery.
“The goal is to progressively reduce issuance times to seven days, eventually reaching a 72-hour turnaround,” the ARSP statement noted.
Under the new system, attestations will now be issued electronically and can be printed directly by recipients. Each document features a secure QR code for instant authenticity verification, while a real-time list of valid attestations is available on the institution’s official website.
To mark the launch of this initiative, the first digital attestations were issued to seven companies:
- MASKAN SERVICES SARL
- PANAFRIVA SARLU
- NKAEL SERVICES SARL
- MAG CONTRACTOR SARL
- ENTREPRISE GÉNÉRALE INVEST SARL
- LIELE GLOBAL INVESTMENT CORPORATION SARL
- PERCEVE SARL
The ARSP also introduced another key innovation: the validity period for attestations has been extended from three to five years, applicable to both new applications and renewals.
“Through this reform, the ARSP reaffirms its commitment to modernizing services, simplifying procedures for economic operators, and enhancing the business environment,” the authority stated.
