Côte d’Ivoire financial scandal: mupepenet-ci executives and party leader face detention

Major financial embezzlement case rocks Côte d’Ivoire’s teacher mutual fund

The long-running investigation into Côte d’Ivoire’s Teacher Mutual Fund (Mupemenet-CI) has culminated in legal action following allegations of a staggering 5 billion FCFA embezzlement. Prosecutors have formally charged the organization’s top executives and a political figure in connection with this financial scandal that has rocked the education sector.

After months of meticulous investigation, Aboya Koffi Jean-Claude, the Public Prosecutor at the Economic and Financial Crimes Unit, took decisive action by ordering the arrest of key figures involved. The Director General of Mupemenet-CI, Agré Lynx Bourgelat, and the Financial Director, Koné Allagnan, were both remanded in custody at the former MACA prison in Abidjan, now known as the Abidjan Penitentiary Pole.

The investigation revealed a complex scheme involving shell companies allegedly set up to siphon funds from the teacher mutual fund. Both accused executives have implicated Dao Ibrahim Kinan, the owner of IDK, KINANE, and TICS SERVICES corporations, who also serves as the president of the political party Les Avertis. According to judicial sources, Kinan allegedly played a central role in orchestrating the financial misappropriation through these entities.

Following intense interrogation by the Economic and Financial Crimes Unit, Kinan was also placed under arrest and transferred to the same facility. The case has sent shockwaves through Côte d’Ivoire’s education and political spheres, raising serious questions about financial oversight and accountability within mutual benefit organizations.

Next steps in the judicial process

The defendants are now awaiting trial, which is expected to commence in the coming days. The case underscores the government’s commitment to combating financial crimes and protecting public funds, particularly those allocated to critical sectors like education. Authorities have emphasized that no individual is above the law, regardless of their position or affiliation.
