Chad: AMGT strategic documents validated, a step toward N’Djamena development
The opening ceremony of the workshop to validate AMGT strategic documents took place in N’Djamena, highlighting the importance of this agency for urban development and effective governance.
The opening ceremony of the workshop for the validation of the strategic documents of the Municipal Agency of Major Works (AMGT) was held on Monday, June 15, 2026, at the Radisson Blu in N’Djamena. Directors, technical managers, municipal administration officials, as well as experts and consultants from the Center for Innovation and Development (CID) attended the event.
Only one speech marked the opening, that of the mayor of N’Djamena commune, Sanoussi Hassana Abdoulaye. He recalled that a few months ago, the very first session of the Board of Directors of the Municipal Agency of Major Works took place. This founding meeting, he said, allowed a better understanding of the challenges, missions, and ambitions assigned to this new structure, while fostering better mutual knowledge among board members.
“AMGT was created to strengthen the Commune’s capacity to design, plan, finance, and execute structuring projects that meet the needs of the population and the development ambitions of the capital, aiming to enable effective governance and efficient management tools in service of N’Djamena’s development. Facing numerous challenges related to urbanization, population growth, urban infrastructure, sanitation, and climate resilience, Sanoussi Hassana Abdoulaye specified that AMGT is called to play a central role in building the infrastructure and equipment necessary for harmonious development.”
Inviting participants to actively engage in discussions, share their experiences, and formulate any observations and recommendations likely to improve the documents under review, he stated that the quality of their contributions would strengthen the institutional foundations of the Agency and ensure its full effectiveness in the years ahead. The mayor of N’Djamena commune affirmed that the success of this mission rests primarily on the quality of its organization, the solidity of its mechanisms, governance, and transparency of its management procedures.
It is worth noting that the documents submitted for examination are: the manual of administrative, financial, and accounting management intended to effectively guide resource management and measure results; the monitoring and evaluation manual, aimed at improving performance and strengthening a culture of accountability; and the environmental, social, and gender management framework, ensuring the integration of principles of sustainable development, social inclusion, equity, and environmental protection in all of the Agency’s interventions.
