Parliamentary diplomacy takes center stage in Morocco’s foreign relations

Morocco’s parliamentary diplomacy has emerged as a key pillar of the Chamber of Representatives’ strategy throughout the 11th legislative term. This was emphasized by Rachid Talbi Alami, President of the Chamber, during the closing session of the second legislative year in 2025-2026.

In his address, Talbi Alami highlighted the rigorous political and diplomatic vision guiding Morocco’s parliamentary engagements, particularly concerning the Sahara issue. He stressed that this dossier remains the cornerstone of Morocco’s parliamentary diplomacy and a decisive factor in shaping the Kingdom’s international partnerships.

A historic turning point in the Sahara dossier

The Speaker of the House underscored the significance of UN Security Council Resolution 2797, adopted on July 31, 2025, which he described as a “decisive milestone” in addressing the dispute over Western Sahara.

Talbi Alami pointed out that this resolution reinforced Morocco’s position by acknowledging the historical realities of the region and bolstering international support for the Kingdom’s historical rights over its southern provinces.

Parliamentary backing for royal initiatives

Beyond the Sahara dossier, the Chamber of Representatives has played a pivotal role in advancing Royal initiatives, both globally and within Africa. The Speaker cited two key projects: one aimed at African Atlantic rim states and another facilitating access to the Atlantic Ocean for landlocked African nations.

He also highlighted Morocco’s commitment to peace, coexistence, and environmental protection, pointing to the Kingdom’s consistent hosting of international congresses and forums that foster dialogue and collaboration.

According to Talbi Alami, these gatherings have resulted in the adoption of eleven international parliamentary reference documents, including global declarations, during the current legislative term.

Consolidating Morocco’s global parliamentary presence

The President of the Chamber emphasized the need to build on these achievements by strengthening Morocco’s role in multilateral parliamentary organizations. He called for deeper bilateral cooperation through agreements and forums designed to foster sustainable partnerships and mutual trust.

He noted that international cooperation programs have been instrumental for the Chamber of Representatives, facilitating knowledge exchange, best practices, and promoting Morocco’s democratic model through dialogue with reference parliaments worldwide.

Talbi Alami concluded by highlighting that the Chamber is among the rare parliaments globally to have developed and published practical guides and reference documents on parliamentary action through comparative approaches.
