The timing spoke volumes. Freshly appointed, Prime Minister Sébastien Lecornu chose Morocco as the destination for his first official foreign visit on July 15 and 16, 2026. A deliberate diplomatic move, signaling a turning point in relations that had been strained for years.

In Rabat, the French head of government co-chaired the 15th High-Level Meeting (RHN) with his Moroccan counterpart, Aziz Akhannouch. This bilateral summit marked the first of its kind between the two nations since 2019, following years of stalled institutional dialogue.

Twelve ministers in tow

Lecornu did not travel alone. A delegation of twelve French ministers accompanied him, including Interior Minister Laurent Nuñez and Europe and Foreign Affairs Minister Jean-Noël Barrot. The size of the entourage underscored the significance Paris placed on this visit.

On X (formerly Twitter), Lecornu himself highlighted the historic nature of the trip, emphasizing the resumption of high-level talks after a five-year hiatus and his formal reception by Morocco’s Prime Minister.

A groundbreaking friendship treaty in the making

Beyond symbolic gestures, the visit yielded several cooperation agreements, though details remained undisclosed. The most notable announcement was the upcoming historic friendship treaty between France and Morocco, described as “unprecedented in scope.”

This treaty is slated to be finalized during a future state visit by King Mohammed VI to France, currently under consideration. No date has been set for the sovereign’s trip.

A royal luncheon and protocolary honors

King Mohammed VI hosted an official luncheon for the French delegation on July 16. The visit also included a ceremonial wreath-laying at the royal mausoleum, honoring the tombs of Mohammed V and Hassan II—a customary gesture for heads of state visiting Morocco.

Lecornu later described the visit as “a pivotal moment for Franco-Moroccan relations.”

From frost to thaw: a diplomatic reset since 2024

The visit capped a period of thawing relations that began in 2024, following years of tension over issues like the Western Sahara dispute and consular matters. It represented a new phase in rebuilding trust between Paris and Rabat.

Morocco remains one of France’s most critical economic and diplomatic partners in Africa, with a large Franco-Moroccan community on both sides. The resumption of high-level talks served as a litmus test for the durability of the renewed partnership.

The next milestone will be King Mohammed VI’s state visit to France, though its timing remains uncertain.
