Diplomatic breakthrough: DRC’s Félix Tshisekedi reaches out to Angola’s João Lourenço

Democratic Republic of the Congo President Félix Tshisekedi sent an official diplomatic message to his Angolan counterpart, João Manuel Gonçalves Lourenço, on July 10, 2026. The correspondence, carried by DRC Ambassador-at-Large Antoine Ghonda Mangalibi, was formally presented to Angola’s Foreign Minister Tete António in Luanda.
While the content of the message remains undisclosed, this diplomatic initiative unfolds against a backdrop of escalating tensions in eastern DRC, where the M23 rebel group—backed by Rwanda—continues to control significant portions of North Kivu and South Kivu provinces. International mediation efforts in Washington and Doha have yet to yield a lasting resolution to the conflict.
This outreach also occurs amid intense regional consultations. Kinshasa and Luanda have maintained regular bilateral discussions focused on peace and security in the Great Lakes region. The move follows high-level engagements led by Burundian President Évariste Ndayishimiye, current African Union chair, who recently consulted religious leaders and opposition figures in the DRC.
Another key diplomatic development involved President Tshisekedi’s visit to Brazzaville to meet with Congolese leader Denis Sassou Nguesso, following a state visit by Ndayishimiye to Kinshasa. Days later, Sassou Nguesso hosted Cardinal Fridolin Ambongo to discuss political and institutional challenges in the DRC.
In February 2026, regional leaders tasked Angola with leading consultations among Congolese stakeholders to prepare for an inter-Congolese dialogue. This mandate was agreed during a Luanda summit attended by Angolan President Lourenço (then AU chair), Tshisekedi, Togolese Prime Minister Faure Gnassingbé (AU mediator), and Olusegun Obasanjo (facilitator for the AU’s DRC peace panel).
While Kinshasa and Luanda have exchanged multiple diplomatic missions since then, progress on the dialogue initiative remains stalled due to disagreements over its format and participant inclusion.
