Côte d’Ivoire advances toward national spatial planning framework by 2045

The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Spatial Planning Framework (SNAT CI-2045). The session brought together representatives from state institutions, regional authorities, local governments, technical and financial partners, alongside public administrations, the private sector, civil society, academia, experts, and media representatives.

This milestone paves the way for adopting the country’s first national territorial planning reference document. The SNAT CI-2045 will equip the government with a nationwide roadmap to steer public and private investments, enhance policy effectiveness, and foster balanced regional development.

Under the leadership of President Alassane Ouattara, the Ivorian government is reinforcing its strategic planning framework to align with the nation’s economic, social, and environmental transformations. Spatial planning plays a key role in this vision by promoting fairer investment distribution, unlocking regional potential, and ensuring policy coherence across development initiatives.

The SNAT CI-2045 serves as the long-term blueprint for spatial organization, guiding where public and private investments should be directed. It harmonizes state, local, and development actors’ efforts by assigning each region specific development priorities tailored to its strengths.

« The National Development Plan (NDP) 2026-2030 sets mid-term priorities and investments for national growth. The SNAT CI-2045 translates these into a territorial strategy for the long term and will underpin future National Development Plans. Together, these frameworks ensure cohesive public action across the country. The validated framework reflects a scientific, participatory, and multi-level consultation process. It draws on a deep analysis of national challenges, including reducing regional disparities, managing urban expansion, boosting local competitiveness, strengthening governance, preserving natural resources, and deepening regional integration.

The SNAT CI-2045 embodies a vision for a Côte d’Ivoire where territories are resilient, competitive, and share prosperity. Its five strategic pillars include balanced territorial growth, optimized urban-rural networks, stronger local governance, a high-performing and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be submitted to the government, then to Parliament for adoption via a law establishing the National Spatial Planning Framework. Once finalized, Côte d’Ivoire will have its first national territorial planning reference, steering state investments toward regions where they will have the greatest impact and drive more equitable national development.
