Strengthening legal and institutional frameworks

Chad is tightening its legal and institutional measures to combat human trafficking, with a sharp focus on protecting women and children. A circular has been distributed to security and judicial officials, emphasizing immediate action and strict enforcement of existing laws.

Human trafficking remains a severe violation of fundamental rights, often involving sexual exploitation and forced labor. Since ratifying the United Nations Convention against Transnational Organized Crime in 2009, Chad has strengthened its legal arsenal with key instruments such as Ordinance Nº006/PR/2018 and Law Nº12/PR/2018, both designed to criminalize trafficking and protect victims.

Streamlined enforcement and accountability

To ensure swift justice, authorities are instructed to conduct rapid investigations, document cases thoroughly, and transfer all files to competent courts without delay. Every case must be reported to the General Secretariat of the Ministry of Justice and the National Anti-Trafficking Commission for rigorous follow-up.

Provincial delegates have been tasked with enforcing these directives at the local level, ensuring consistent application across the country. This coordinated effort aims to establish a national database to inform future anti-trafficking policies and interventions.
