Chad’s government has intensified its crackdown on human trafficking, with a renewed focus on protecting vulnerable populations such as women and children. A recent circular has been issued to security and judicial officials, emphasizing the urgency of implementing existing laws and reinforcing preventive measures.

Legal framework and international commitments

Human trafficking remains one of the most egregious human rights violations, often involving sexual exploitation and forced labor. As a signatory to the United Nations Convention against Transnational Organized Crime since 2009, Chad has reinforced its legal arsenal with key legislation, including Ordinance Nº006/PR/2018 and Law Nº12/PR/2018, both designed to combat trafficking networks.

Operational measures and accountability

Judicial and security bodies are now required to conduct prompt investigations, document findings in detailed reports, and transfer cases to competent courts without delay. Each case must be reported to the General Secretariat of the Ministry of Justice and the National Commission for the Fight against Trafficking in Persons for rigorous monitoring and follow-up.

Provincial delegates have been tasked with ensuring strict adherence to these directives, ensuring that no case slips through the cracks. The initiative also aims to establish a national database, enabling authorities to develop targeted policies and strengthen Chad’s overall anti-trafficking strategy.
