NIAMEY – The public administration reform in Niger is marking a significant milestone. During its first ordinary session of the year 2026, the Consultative Council for Refoundation (CCR) dedicated substantial attention to the transformative initiatives underway in the management of state human resources. On this occasion, Aïssatou Abdoulaye Tondi, the Minister of Public Service, Labor and Employment, provided a comprehensive update on the key reforms being driven by her department.
The presentations, delivered to the Council members under the chairmanship of Dr. Mamoudou Harouna Djingarey, focused on projects designed to enhance the performance, fairness, and adaptability of the Nigerien administration to meet the evolving requirements of the Refoundation. This proactive approach underscores a commitment to improved governance in Africa.
A comprehensive overhaul of public administration
During the discussions, the Minister detailed the comprehensive measures initiated to restructure the state’s personnel management system. These extensive reforms particularly focus on the harmonization of the public service, enhancing human resource management, modernizing administrative services, and shaping national policies related to labor and employment.
These strategic orientations underscore the authorities’ firm resolve to construct an administration capable of responding more effectively to citizen expectations while simultaneously ensuring superior governance of human resources.
Digitalization at the core of transformation
A pivotal axis of this reform centers on the comprehensive digitalization of the administration. The Minister highlighted the notable progress achieved in deploying the Integrated System for State Human Resources and Payroll Management (SIGRHEP), an essential tool poised to centralize and secure the administrative oversight of public agents.
The initial results demonstrate significant advancements. To date, more than 16,500 civil servant files have been successfully digitized, while an additional 23,000 dossiers have undergone thorough updates. Concurrently, several specialized applications have been developed to further bolster the efficiency of administrative services.
Ultimately, SIGRHEP is designed to ensure the integrated management of human resources and payroll for nearly 200,000 public agents. The system will also provide crucial support for the work of at least 150 human resources and payroll managers distributed across Niger’s national territory.
Statutory reforms and performance enhancement tools
Beyond the significant digital undertakings, the ministry also presented an overview of several institutional reforms initiated in recent months. Among the principal achievements are the adoption of new legislative texts governing the general statute of the public service, the introduction of mechanisms for individual performance evaluation, and the implementation of a strategic plan for redeploying state agents to regions affected by post-crisis conditions.
The ministerial department has consistently organized professional examinations, conducted direct recruitments, and meticulously managed the administrative career progression of thousands of civil servants.
The Council examines reform challenges
The various communications prompted dynamic exchanges between members of the Consultative Council for Refoundation and government representatives. Discussions notably centered on the challenges inherent in administrative modernization, effective human resource management, and the enhancement of employment policies within Niger.
At the conclusion of this productive working session, the Council members unanimously adopted a motion of commendation for the government officials who presented the impressive progress of these reforms.
Through these extensive undertakings, the Nigerien authorities are committed to leveraging administrative modernization as a vital catalyst for elevating the quality of public service, strengthening state effectiveness, and achieving the ambitious objectives outlined within the framework of the Refoundation.
