Minister Abdourahmane Diouf recently delved into the contentious issue of political fund allocation and credits managed by the Primature during Ousmane Sonko’s tenure. This significant statement emerges amid a dynamic political landscape in Senegal, notably marked by Sonko’s recent decision to dissolve his Awalé party. He has now officially integrated into Kiiraay, the new political entity launched by the President of the Republic on July 25 in Dakar, formed from the merger of 437 parties and movements that previously constituted the Diomaye Président coalition.
Addressing the financial resources made available to Ousmane Sonko, Abdourahmane Diouf recalled the figures Sonko himself presented upon assuming the role of Prime Minister. “He stated that he had access to 1.77 billion CFA francs per quarter,” Diouf emphasized. Continuing his assessment of how these funds were utilized, he added, “What I know is that after exhausting these 1.77 billion CFA francs, he even requested an extension… This clearly indicates that the initial allocation was insufficient.”
In light of these budgetary considerations, particularly since the former Prime Minister disclosed this exact amount to deputies on May 22, just hours before his dismissal, the former head of the Awalé party expressed his strong support for a public and exemplary rendering of accounts. “My wish was for a parliamentary inquiry commission to be established, with all television and radio stations present to film, so that he could explain precisely where these funds were directed,” Diouf asserted.
When questioned about the stark differences in governance and public posture between Ousmane Sonko and the head of state, Abdourahmane Diouf was keen to commend the transformative shift introduced by the latter. “Every Senegalese citizen is aware that the President of the Republic commands political funds. Every Senegalese knows the precise sums involved; it is no longer a secret,” he stated unequivocally. According to Diouf, the true progress lies in dismantling the long-standing dogma of opacity that previously shrouded the use of these crucial credits, enhancing transparency in African politics and governance Africa.
“President Diomaye deserves credit for publicly declaring before all Senegalese: ‘The political funds are here, and I will utilize them in such and such a manner,'” Diouf highlighted, affirming the full legitimacy of this approach.
