This pivotal gathering brought together a diverse group of diplomats, expert analysts, and representatives from various international organizations. Their discussions centered on how natural resources can play a crucial role in preventing conflicts and strengthening peace across regions, particularly in Africa.

During her address, the Minister of State urged the global community to move beyond a narrow focus on conflict management. Instead, she advocated for a proactive approach, emphasizing that responsible governance of natural resources should be a primary tool for conflict prevention, always upholding the full sovereignty of states.

Minister Kayikwamba Wagner articulated that the extraction of strategic resources must primarily contribute to economic development, foster stability, and enhance the prosperity of local populations. This, she stressed, is preferable to these resources becoming catalysts for heightened tensions and insecurity, a critical aspect of sound governance Africa needs.

Natural resources as a driver for cooperation

Also speaking at the meeting, Huang Xia, the United Nations Secretary-General’s Special Envoy for the Great Lakes region, underscored a vital perspective: natural resources should not be viewed solely as sources of competition or conflict. He highlighted their immense potential as powerful drivers for regional cooperation, promoting stability and sustainable development.

The UN envoy further emphasized that creating tangible economic opportunities is an indispensable element for ensuring lasting peace throughout the Great Lakes region, a key component of effective African politics.

A crucial step before the July 22 debate

This Arria-formula session marks the beginning of an important diplomatic series, set to culminate on July 22 with a high-level public debate of the Security Council. This significant event will be presided over by the President of the Republic, Félix Antoine Tshisekedi Tshilombo.

Through this initiative, the Democratic Republic of Congo aims to position the critical issue of natural resource governance at the forefront of international discussions on peace and security. The nation is advocating for a more cohesive and appropriate normative framework that genuinely reflects the realities faced by resource-producing countries, ensuring their development and stability.

Understanding an Arria-formula meeting

An Arria-formula meeting serves as an informal mechanism within the United Nations Security Council. It allows Council members to engage in more open and candid exchanges with external stakeholders who typically do not participate in formal sessions.

These specialized meetings can involve:

  • representatives from civil society organizations
  • independent experts
  • academics
  • non-governmental organizations
  • representatives from states that are not members of the Security Council.

Unlike formal Council meetings, Arria sessions do not involve voting or the adoption of resolutions. However, they provide an invaluable platform for enriching debates and deepening understanding on critical issues related to international peace and security, offering fresh perspectives to inform policy decisions.
