Côte d’ivoire validates national territorial development plan for 2045

The Minister of Planning and Development, Dr. Souleymane DiarraSSouba, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Development Framework (SNAT CI-2045). The session brought together key stakeholders, including representatives from state institutions, local administration, territorial collectivities, technical and financial partners, private sector representatives, civil society, academics, experts, and media professionals.

This milestone marks the first step toward adopting a comprehensive national blueprint for territorial planning in Côte d’Ivoire. Once finalized, the SNAT CI-2045 will equip the government with a robust framework to steer public and private investments, enhance policy effectiveness, and promote balanced regional growth across the country.

Under the leadership of President Alassane Ouattara, the Ivorian government is reinforcing its strategic planning mechanisms to align with the nation’s economic, social, and environmental transformation goals. Territorial planning stands at the core of this vision, ensuring investments are strategically distributed, regional potentials are maximized, and developmental policies remain cohesive.

The SNAT CI-2045 will serve as the long-term spatial development reference, guiding the strategic placement of investments and harmonizing efforts among state institutions, local authorities, and development actors. Each region will be assigned specific development roles, ensuring a tailored approach to growth and resource allocation.

Dr. Souleymane DiarraSSouba emphasized: “The National Development Plan (NDP) 2026-2030 outlines medium-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a territorial context, ensuring long-term coherence. Together, these frameworks will underpin a unified public action strategy across Côte d’Ivoire. As the ministry overseeing territorial planning and regional development, our mission is to ensure every territory contributes meaningfully to the nation’s progress.”

The validated orientations emerge from a rigorous, multi-layered participatory process. They are grounded in an in-depth national territorial analysis and address critical challenges: bridging regional disparities, managing urban expansion, boosting territorial competitiveness, reinforcing local governance, preserving natural resources, and strengthening regional integration.

The SNAT CI-2045 embodies a bold vision for Côte d’Ivoire—one where territories are resilient, competitive, and share prosperity. It is structured around five strategic pillars: balanced territorial development, optimized urban-rural networks, enhanced territorial governance, a high-performance and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be submitted to the government for approval before being presented to Parliament for adoption as the law establishing the National Territorial Development Framework. This will position Côte d’Ivoire to implement its first national territorial planning reference, guiding state investments toward regions where impact will be most transformative and fostering balanced national development.”
