Côte d’Ivoire unveils 2045 territorial masterplan for balanced growth

Under the leadership of Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, a landmark national workshop convened in Abidjan to validate the study for the Côte d’Ivoire National Territorial Planning Scheme (SNAT CI-2045). The gathering brought together key stakeholders including government institutions, prefectural authorities, local governments, technical and financial partners, public administrations, private sector representatives, civil society, academia, experts, and media professionals.

This pivotal session marks the final stretch toward adopting the country’s first national territorial planning framework. The SNAT CI-2045 will serve as a definitive guide for steering both public and private investments, enhancing the effectiveness of government initiatives, and fostering more balanced regional development across the nation.

Under the visionary leadership of President Alassane Ouattara, the Ivorian government continues to reinforce its strategic planning mechanisms to support economic, social, and environmental transformations. Central to this vision is territorial planning, which ensures investments are strategically distributed, regional assets are maximized, and development policies are harmonized for greater coherence.

The SNAT CI-2045 is not just a long-term spatial development blueprint; it is the foundational framework for organizing future investments. It ensures alignment between public and private sector actions, assigns specific development roles to each region, and strengthens coordination among national, local, and development stakeholders.

« The 2026-2030 National Development Plan (NDP) outlines mid-term priorities and investments to drive national progress. The SNAT CI-2045 translates these priorities into a long-term territorial roadmap and will underpin future National Development Plans. Together, these frameworks ensure coherent public action across the entire territory. The validated orientations represent the culmination of a rigorous, multi-level consultation process grounded in scientific analysis and broad participation. They address critical challenges such as reducing regional disparities, managing rapid urbanization, boosting territorial competitiveness, improving local governance, safeguarding natural resources, and deepening regional integration.

The SNAT CI-2045 embodies a bold vision for a Côte d’Ivoire where all territories are resilient, competitive, and share in collective prosperity. It is structured around five strategic pillars: balanced regional development, optimized urban-rural networks, stronger territorial governance, a high-performing and inclusive economy, and accelerated climate transition.

Following the workshop, the draft Scheme will be submitted to the Government for approval, before being presented to Parliament for adoption under the law establishing the National Territorial Planning Scheme. This landmark initiative will equip Côte d’Ivoire with its first-ever national territorial planning reference, guiding state action to channel investments toward regions where their impact will be most transformative, ultimately driving more equitable national development.
