Côte d’Ivoire raises record $80 billion to drive 2026-2030 National Development Plan

The President of Côte d’Ivoire, Alassane Ouattara, expressed his satisfaction with the unprecedented financial mobilization of over 47,820 billion F CFA (approximately $80 billion) for the National Development Plan (PND) 2026-2030. This success underscores the international community’s confidence in the country’s economic fundamentals and the credibility of its development strategy.

Speaking at the conclusion of the Consultative Group meeting for the PND 2026-2030, held in Abidjan on July 8 and 9, 2026, the Head of State highlighted the participation of more than 2,000 investors from 49 countries. The gathering brought together high-level representatives from financial institutions, investment funds, banks, employers’ organizations, public and private enterprises, and key development partners.

Key financial breakthrough: The commitments announced during the two-day event far exceeded expectations, totaling $80 billion—nearly four times the targeted 11,138.2 billion F CFA.

A transformative vision for Côte d’Ivoire

The PND 2026-2030 sets an ambitious roadmap with a total investment volume of 114,838.5 billion F CFA (about $209 billion) over five years. Notably, 70.2% of this funding will come from the private sector, positioning it as the driving force behind economic and social transformation in the country.

The plan is structured around six strategic priorities:

  • Peace, security, and stability to foster a conducive environment for growth;
  • Agriculture and agro-industry as key sectors for job creation and food security;
  • Private sector development and industrialization to boost competitiveness;
  • Human capital enhancement through education and health improvements;
  • Strategic infrastructure development to connect regions and boost trade;
  • Good governance and state modernization to ensure transparency and efficiency.

Macroeconomic ambitions and social impact

The plan’s macroeconomic targets are equally bold. Côte d’Ivoire aims to achieve upper-middle-income status by 2030, with a GDP per capita of $4,500 and a poverty rate below 20%. To achieve this, the government will prioritize tangible outcomes for all Ivorians, including:

  • More schools and hospitals;
  • Improved road networks;
  • Job creation and economic opportunities;
  • Shared prosperity across all regions.

President Ouattara emphasized that the state’s role is to channel these financial commitments into real progress, ensuring that every Ivorian benefits from the plan’s outcomes. His closing remarks reflected a call to action: « Together, with confidence, determination, and unity, we will build a Côte d’Ivoire that is ever more prosperous and united. »
