Bénin evaluates interior ministry performance at mid-term review

In Cotonou from August 4 to 6, 2026, officials from the Interior Ministry and Public Security gathered to assess progress on the 2026 Annual Work Plan (PTA) as of June 30. The mid-term review aims to pinpoint gaps, challenges, and opportunities for corrective action in the second half of the fiscal year.

Key objectives of the mid-term review

The session, led by Djibril Mama Cissé Moussa, Minister of Interior and Public Security, focused on financial execution reports as of June 30 and the progress of public procurement activities. Participants included program managers, senior ministry officials, and finance chain stakeholders.

The review evaluates the implementation of PTA interventions against predefined targets and performance indicators for the first half of 2026. Discussions centered on discrepancies between projections and actual outcomes, identifying bottlenecks, and proposing measures to enhance efficiency in the remaining six months.

Strengthening governance and accountability

Minister Cissé emphasized the review’s role in steering public action, enabling the ministry to measure progress, address obstacles, and implement necessary adjustments. He underscored the importance of performance-driven governance, particularly amid rising public expectations for transparency and security.

Abdel Nasser Samary, Director of Planning, Administration, and Finance, highlighted the review’s alignment with the department’s Medium-Term Expenditure Framework updates. Sessions also covered program-based management, execution updates, and revisions to the ministry’s organizational structure, including newly established entities.
