Senegal assembly rejects seven presidential bills from bassirou diomaye faye
The President of Senegal’s National Assembly, Ousmane Sonko, announced yesterday that seven legislative proposals submitted by President Bassirou Diomaye Faye would not be included in the current extraordinary session’s agenda.
During yesterday’s opening of the first extraordinary session, Sonko informed lawmakers that the Executive had forwarded seven ratification bills for consideration. These included agreements with Morocco, the International Civil Aviation Organization, the Republic of Congo, the United Arab Emirates, and Italy, covering areas such as disability rights, aviation safety, military cooperation, extradition, and judicial assistance.
Agenda prioritizes domestic legislative priorities
Despite their receipt, Sonko clarified that these presidential initiatives would not be scheduled for debate in this session. Instead, the Assembly’s Bureau had prioritized three domestic bills, two legislative proposals, and six motions to establish parliamentary inquiry commissions. Key items on the agenda include:
- Labour Code reform
- Social Security Code update
- Critical infrastructure and digital security protection laws
Constitutional amendments and urgent procedures
Two constitutional amendment proposals will undergo accelerated review over the next fifteen days. These include:
- Amendments to Article 37 regarding presidential asset declarations
- Legislation on special credit regimes
Sonko emphasized that these proposals would be processed under urgent procedures at the request of their sponsors.
Parliamentary inquiry commissions
The session will also address six motions to create inquiry commissions investigating:
- Land management irregularities
- State-owned property divestment processes
- Government use of Total Return Swap financial mechanisms
- Alleged irregularities in the “One Student, One Laptop” program
- Revenue losses and tax exemption management
- Fishing license issuance and renewal conditions
