France is moving forward with plans to establish a groundbreaking bilateral treaty with Morocco, aiming to redefine the long-standing partnership between the two nations. This initiative seeks to create a robust, forward-looking framework that addresses evolving challenges and opportunities for decades to come.

French Prime Minister Sébastien Lecornu unveiled this ambitious project during a press conference in Rabat, following the 15th High-Level Franco-Moroccan meeting. Leading a delegation of twelve ministers, he engaged with Moroccan counterparts to lay the groundwork for this historic agreement.

«This treaty represents a milestone in our bilateral relations,» Lecornu stated. «It will be France’s first agreement of this kind with a non-EU country, designed not merely to formalize friendship but to establish a unique, stable, and ambitious framework for our shared future.»

Morocco and France: A partnership poised for transformation

The treaty builds on commitments made during French President Emmanuel Macron’s state visit to Morocco in October 2024. Both governments are now focused on implementing these promises and launching concrete initiatives across key sectors.

Intensified cooperation is planned in industries such as manufacturing, energy, transportation, defense, security, agriculture, culture, and higher education. Enhanced mobility for entrepreneurs and students is also a central pillar of this renewed collaboration.

Lecornu highlighted the strong collaboration between Moroccan and French authorities in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security agreement is in development to further strengthen these joint efforts.

The French Prime Minister reiterated Paris’s unwavering stance on the Sahara issue, describing it as «unchangeable.» He affirmed that this position would remain consistent, with France continuing to uphold it in all aspects of its relationship with Morocco.

A joint committee, comprising prominent figures from both nations, is actively shaping the treaty’s content. The goal is to craft an agreement that transcends symbolic gestures, instead fostering tangible progress and mutual growth.
