France is set to redefine its long-standing partnership with Morocco by introducing a groundbreaking bilateral treaty. This historic agreement aims to establish a robust framework for cooperation that aligns with the evolving geopolitical and economic landscape of the coming decades.

French Interior Minister Sébastien Lecornu unveiled this ambitious initiative during a press conference in Rabat, following the conclusion of the 15th high-level Franco-Moroccan meeting. Leading a delegation of twelve French ministers, he engaged with Moroccan counterparts to finalize the treaty’s core principles.

«This treaty will mark a turning point in our relations,» Lecornu stated. «It will be the first of its kind signed by France with a non-European nation, reflecting the depth and uniqueness of our partnership.» A joint Franco-Moroccan committee is currently drafting the agreement, which will go beyond symbolic gestures to create a stable, forward-looking framework for sustainable collaboration.

Reinventing Morocco-France cooperation for the future

The treaty builds on the momentum generated by President Emmanuel Macron’s state visit to Morocco in October 2024. Both nations are committed to translating the agreements made during that visit into tangible initiatives that foster mutual growth.

The enhanced cooperation will span key sectors such as industry, energy, transportation, defense, security, agriculture, culture, and higher education. Facilitating mobility for entrepreneurs and students also ranks high on the agenda, reinforcing people-to-people connections.

Lecornu also highlighted the deepening security collaboration between Morocco and France, particularly in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security accord is in the works to solidify this joint effort.

Regarding the Western Sahara issue, the French government reaffirmed its unwavering stance, describing its position as «unchangeable.» Paris will continue to uphold this stance in all future engagements with Morocco, ensuring consistency in its foreign policy.
