Major administrative shifts at primature after ousmane sonko’s departure
The transition at the Primature following Ousmane Sonko‘s exit on 22 May 2026 has reshaped the administrative landscape, with a fresh set of changes introduced under the new leadership of Al Aminou Lô.
The restructuring, outlined in decree n°2025-1431, reallocates state services and strengthens the Prime Minister’s Office, redefining its operational framework. This follows the reorganization initiated during Sonko‘s tenure, which saw the establishment of key governance structures, including the Reform Monitoring Cell, the Inspection of Services, and the Commission on Asset Valorization and Recycling.
Key reforms under Sonko’s administration
In late 2025, several critical units were created to enhance efficiency. These included:
- The Cellule d’orientation et de suivi des réformes (Reform Monitoring and Orientation Cell),
- The Inspection des services (Services Inspection Unit),
- The Comité d’orientation et de suivi des initiatives de valorisation et de recyclage d’actifs (Asset Valorization and Recycling Initiative Monitoring Committee), established by decree n°2025-1605,
- The Commission des achats (Procurement Commission), and
- The Cellule de préparation du Conseil des ministres (Cabinet Council Preparation Unit).
Additionally, the Commission nationale d’accès à l’information (National Information Access Commission) was introduced to bolster transparency.
New adjustments under Al Aminou Lô
The current administration has further refined the structure, transferring certain units to other ministries. For instance, the Secrétariat technique du Comité national de suivi du contenu local (Technical Secretariat of the National Local Content Monitoring Committee) has been reassigned from the Ministry of Petroleum and Mines to the Prime Minister’s Office. Meanwhile, the Direction générale du service civique national et du volontariat (National Civic Service and Volunteering Directorate) now falls under the Ministry of Youth and Sports, while the Bureau de l’information et de la communication du Gouvernement (Government Information and Communication Office) has been placed under the Ministry of Communication.
The Observatoire national des lieux de privation de liberté (National Observatory of Places of Deprivation of Liberty) now reports to the Ministry of Justice, marking a shift in oversight responsibilities. Another notable change is the dissolution of the position of Secretary of State for Relations with Institutions and Government Spokesperson at the Prime Minister’s Office. These duties have been consolidated under a full minister, who now serves as the official Government Spokesperson, streamlining communication between the executive branches.
These reforms reflect a broader strategy to realign administrative functions, enhance efficiency, and adapt governance structures to the evolving priorities of the executive.
