Como’s Champions league campaign this season could be significantly impacted by UEFA’s squad registration rules. The Serie A newcomer may only be able to field between 16 and 17 players per match, a limitation stemming from an insufficient number of locally trained footballers in their squad.

The issue revolves around UEFA’s Article 31, which permits clubs to register a maximum of 17 non-locally developed players in their list A squad. The remaining eight spots must be filled by players trained within the same national association—Italy, in Como’s case. This constraint poses a challenge for manager Cesc Fàbregas, whose recruitment strategy has heavily favored international talent.

Infrastructure gaps hamper squad depth

Fàbregas addressed the dilemma in a late July press conference, emphasizing Como’s developmental shortcomings. « The UEFA roster limits are forcing us into a tight corner, » he explained. « Without a fully functional academy to meet these requirements, we’re left with fewer options. Building homegrown talent takes years, not months. » Ironically, Como boasts the youngest average squad age in Serie A (26), yet lacks the locally trained players needed to comply with regulations.

Transfers offer limited relief

This transfer window saw Como bring in five new players, but only one—striker Mattia Liberali from Catanzaro for €6 million—fits the local development criteria. While the club may adjust its transfer strategy before the window closes, a potential lifeline could emerge from within. The club’s youth team, including midfielder Riccardo Cassano, has shown promise. Cassano, a standout with Como’s U17 side, even featured in some Serie A away matches last season, hinting at a possible solution to the squad depth crisis.
