Benin’s CCI approves 6.6 billion FCFA budget for 2027, 2.1 billion earmarked for investment

The Chamber of Commerce and Industry (CCI) of Benin has finalized its 2027 budget during its second ordinary session in Cotonou on September 18, 2027. The total envelope amounts to 6.6 billion FCFA, with 2.1 billion explicitly allocated to investment initiatives.

The Ministry of Interior Trade and Economic Formalization has emphasized the need for transparent execution of the 2.1 billion FCFA investment fund. Additionally, there is a directive to reduce operational costs in favor of boosting investment capacity. Minister Alimatou Shadiya Assouman called for improved collection of Chamber contributions in collaboration with the General Directorate of Taxes to ensure financial stability.

Key performance indicators for the CCI’s 2027 budget include measurable progress in business formalization and job creation. Priority will be given to small-scale traders, young entrepreneurs, and women-led processing businesses, as outlined in the roadmap presented to the consular representatives.

Territorial coverage remains a critical focus. The CCI is expected to extend its services across all 77 communes in Benin, ensuring that economic support reaches local businesses beyond major urban centers.

CCI Benin President Arnauld Akakpo reaffirmed the institution’s commitment to leveraging its territorial network and expertise to modernize domestic trade and streamline formalization processes. He positioned the CCI as a vital bridge between public policies and the day-to-day needs of businesses.

Budget breakdown and strategic priorities

The approved 2027 budget of 6.6 billion FCFA prioritizes investment as a driving force for economic development. Of this total, 2.1 billion FCFA is dedicated to initiatives aimed at enhancing business formalization, job creation, and local economic expansion.

Reducing the operational weight of the Chamber is a strategic move to free up resources for high-impact investments. The Ministry has urged strict adherence to transparency in fund allocation and usage to prevent mismanagement and ensure maximum benefit for Benin’s business community.

Democratizing business support across Benin

Ensuring that all 77 communes benefit from the CCI’s services is a top priority. This approach is designed to decentralize economic support, making it more accessible to small businesses, artisans, and rural entrepreneurs who often struggle to access formal business resources.

The CCI’s territorial reach aims to close the gap between urban economic hubs and rural communities, fostering a more inclusive and balanced economic landscape across Benin.

Leadership perspective: modernizing domestic trade

President Arnauld Akakpo highlighted the CCI’s role in transforming Benin’s commercial landscape. By aligning its operations with the needs of small businesses and local entrepreneurs, the CCI seeks to create an enabling environment for sustainable growth.

The budget’s investment focus is expected to catalyze modernization in domestic trade, improve access to formal business structures, and ultimately drive employment and economic resilience in Benin’s communities.

Next steps: execution and accountability

With the budget approved, the CCI will now focus on rigorous execution and performance tracking. Transparency, accountability, and measurable outcomes will be critical to realizing the intended benefits of the 2.1 billion FCFA investment fund.

The Chamber is also committed to strengthening collaboration with tax authorities to ensure timely and accurate contribution collections, further solidifying its financial foundation for future initiatives.
