Benin leads global ocean forecasting training with opera project
The Republic of Benin has taken a decisive step forward in addressing coastal and maritime challenges through a groundbreaking international training initiative. The Ocean Prediction Enhancement in Regions of Africa (OPERA) project, a seven-week online program focused on ocean forecasting fundamentals, has successfully engaged nearly 1,200 participants from 111 countries, with Benin emerging as the most represented nation—a clear testament to its growing influence in global maritime research.
Benin’s academic leadership in a world-scale program
Spearheaded at the national level by the UNESCO Chair / CIPMA at the University of Abomey-Calavi (UAC), the OPERA program is delivered as a massive open online course (MOOC). This initiative not only highlights Benin’s academic excellence but also reinforces its role as a key player in scientific capacity-building across Africa. Among the 1,162 enrolled learners, Benin’s educators, students, and environmental managers stand out for their strong participation, underscoring the country’s commitment to advancing ocean science.
Dr. Frédéric Bonou, researcher and lecturer at UAC, emphasized the program’s practical relevance: “What makes this course exceptional is its hands-on approach. Every module is designed to bridge theory with real-world challenges—whether for fishermen, coastal managers, or scientists—ensuring immediate applicability in Benin’s maritime context.”
Cutting-edge tools for coastal protection and fisheries management
Over 21 hours of interactive learning, participants explore advanced technologies, including satellite observation, Argo floats, and high-resolution numerical models. The goal is unambiguous: equip local stakeholders with actionable skills to tackle pressing issues:
- Coastal erosion prevention: Enhancing predictions of waves and tidal patterns to safeguard Benin’s fragile shoreline.
- Sustainable fisheries management: Mapping and forecasting high-yield fishing zones to balance productivity with conservation.
- Maritime safety: Strengthening surveillance of Benin’s territorial waters and mitigating pollution risks.
A select group of 500 learners receives personalized mentorship, culminating in an academic certification awarded jointly by the UNESCO Chair at UAC and the University of Toulouse.
A strategic partnership backed by the European Union
The program’s success hinges on a robust collaboration between the University of Abomey-Calavi, the Gulf of Guinea Ocean Sciences Summer School (GGOSSS) network, and Mercator Ocean International. This partnership is further strengthened by funding from the European Union under the Arc X / Global Gateway initiative.
By positioning Benin’s youth and volunteer researchers at the heart of this international expert network—comprising scientists from Benin, France, the United States, and Spain—the country reaffirms its commitment to leveraging ocean science as a sovereign tool for sustainable development and maritime security.
