Benin invests 30 billion FCFA to transform education for 2026-2027 academic year
In a decisive move to reshape its education landscape, the Beninese government has greenlit a sweeping investment package exceeding 30 billion West African CFA francs. This strategic funding aims to overhaul the entire educational system, from primary schools to university campuses, with a sharp focus on social equity and modern infrastructure.
Government targets vulnerable learners with sweeping reforms
The cabinet’s recent council meeting finalized an ambitious action plan designed to bridge social gaps and enhance learning environments nationwide. The initiative reflects a bold commitment to align educational modernization with inclusive policies, prioritizing marginalized communities and technical education.
Primary education expansion: 500,000 more children fed daily
The iconic school feeding program has been significantly scaled up, now reaching an estimated 1.9 million pupils—up from 1.4 million. This expansion ensures hot meals for thousands of additional children in rural and peri-urban areas, reinforcing school retention and nutrition. Additionally, a targeted emergency plan has been approved to safeguard educational continuity in border regions facing security challenges, including infrastructure upgrades and tailored support for teachers and learners.
Secondary and technical education: Breaking barriers for young women
The government is doubling down on gender parity and resource deficits in general and technical secondary education through two major measures:
- Tuition fee waivers: All female students enrolled in Technical and Vocational Education and Training (TVET) pathways will now benefit from full tuition exemptions.
- Infrastructure boost: A first tranche of 12,000 new desks and benches will be distributed to General Education Colleges (CEG) to accommodate rising enrollment. Simultaneously, a nationwide rehabilitation drive will upgrade girls’ high schools across Benin.
Higher education: Financial relief and campus upgrades
The university sector receives a substantial financial injection to ease the financial burden on students. Scholarships have been increased by up to 49% depending on the field of study, complemented by enhanced back-to-school allowances and higher excellence grants for those pursuing studies abroad. Mobility is also being addressed with 63 new buses set to serve the four public universities—Abomey-Calavi, Parakou, UNA Kétou, and UNSTIM Abomey—on intercity routes.
Campus life improvements include a full overhaul of university restaurants and infirmaries, with upgraded equipment and qualified staff. Social equity is further reinforced by automatic scholarships for newly enrolled students with severe disabilities attending public universities.

Ministries have been tasked with accelerating operational preparations ahead of the 2026-2027 academic year. With this unprecedented financial push, Benin is positioning itself to deliver a socially stable and educationally empowering start to the new school season.
