Born on July 21, 1990, in Porto-Novo, Captain Toupe embodies the fusion of discipline, dedication, and intellectual rigor. As a member of the inaugural cohort of the Enfants de Troupe at the Lycée Militaire de Jeunes Filles Général Mathieu Kérékou in Natitingou, her path was set early. The institution, renowned for cultivating leadership in young women, laid the foundation for a career dedicated to service.
Dual expertise: combining technical skill and operational command
While her military credentials are impeccable, Captain Toupe’s academic and professional journey spans two distinct yet complementary domains. Between 2007 and 2014, she balanced rigorous officer training at the École Nationale des Officiers in Toffo with a degree in Medical Imaging, which she practiced with distinction for seven years.
Her true calling, however, lay in the field of infantry—the backbone of operational command. Rising through the ranks with unwavering determination, she became the highest-ranking female officer in this elite corps in Bénin:

In 2019, she completed advanced military education at the Caribbean Institute for Professional Military Education in Jamaica, further honing her strategic acumen. Her international service includes a critical role as a Military Gender Adviser within the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) between 2017 and 2018, where she contributed to peacekeeping efforts under demanding conditions.
