Adrien haye honored for four years of development work in Côte d’Ivoire

A milestone in bilateral cooperation was reached as Adrien Haye, outgoing director of the French Development Agency (AFD) in Côte d’Ivoire, was honored with a national distinction for his contributions to the country’s growth. The recognition ceremony took place on July 31, 2026, at the Ministry of Economy, Finance, and Budget, officiated by Minister Adama Coulibaly in the presence of French Ambassador Jean-Christophe Belliard and AFD staff.

Representing President Alassane Ouattara and Prime Minister Robert Beugré Mambé, Minister Coulibaly commended Adrien Haye’s unwavering dedication during his four-year tenure. He highlighted Haye’s hands-on role in identifying and structuring funding opportunities across multiple sectors, emphasizing his pivotal involvement in shaping financial agreements and overseeing project implementation since arriving in Côte d’Ivoire in 2022.

Financing milestones under haye’s leadership

During his mandate, Adrien Haye played a central role in mobilizing 934 million euros—equivalent to 623 billion FCFA—through sovereign loans and funds from the Debt Reduction and Development Contract (C2D). This financial support bolstered the country’s macroeconomic stability. Additionally, five new sovereign loan agreements totaling nearly 500 million euros (330 billion FCFA) were finalized, alongside allocations from the third C2D in alignment with the 2021-2025 National Development Plan (PND).

These accomplishments reinforced the AFD’s position as Côte d’Ivoire’s top bilateral partner, a status largely attributed to Haye’s strategic efforts, noted the minister.

Overwhelmed by the honor—the first state recognition he has received—Adrien Haye expressed deep gratitude to Ivorian authorities. In reflecting on his tenure, he underscored his commitment to Côte d’Ivoire’s progress, stating, “I am confident the portfolio we’ve expanded together, particularly with your teams, Minister, reflects this success. I will continue to advocate for Côte d’Ivoire’s interests.”
